By the end of 2004, China's hydropower installed capacity had reached 108 million kilowatts, accounting for 1/4 of the country's installed power generation capacity; the utilization of solar water heaters reached 65 million square meters; the annual utilization of biogas reached 5 billion cubic meters, improving the living energy conditions of 14 million farmers; solar photovoltaic power generation of 65,000 kilowatts solved the basic electricity problems of more than 700 towns and villages and about 3 million people in remote areas.

According to the preliminary completed "Medium- and Long-Term Development Plan for Renewable Energy", by 2020, the total installed capacity of hydropower will reach 290 million kilowatts, the development level will reach about 70%, biomass power generation will reach 20 million kilowatts, wind power will reach 30 million kilowatts, and solar power generation will reach 2 million kilowatts. We will strive to make the proportion of renewable energy power generation in the total installed power capacity reach more than 30%; the Chinese government will encourage the promotion and application of solar water heaters in urban buildings and rural areas. By 2020, the total collection area of solar water heaters will reach 300 million square meters. It will replace about 40 million tons of standard coal of fossil energy annually; take the development and utilization of rural biomass energy as an important measure to develop modern agriculture and build a new socialist countryside; continue to promote household biogas and biogas projects in livestock and poultry farms; accelerate the promotion and application of biomass pellet fuel; by 2020, the annual utilization of biogas will reach 24 billion cubic meters and the annual utilization of biomass pellet fuel will reach about 50 million tons; at the same time, actively develop biomass liquid fuel with energy crops as the main raw materials, and by 2020, reach the capacity of replacing 10 million tons of oil annually.
